Manager, Finance (Temporary) (Ref. M-FINT)
Finance and Administration Division
4-month contract
Due to strategic and operational needs, we are seeking an experienced, immediately available Manager, Finance to lead a small team and oversee the day-to-day finance and accounting function on a temporary basis.
Responsibilities:
Reporting to the Director, Finance and Administration:
- Oversee daily accounting operations and finance functions, including month-end closings, project claim reimbursements, payroll, audits, financial reporting, and treasury management
- Annual budgeting and forecasting, prepare variance analyses, management reports and financial dashboards
- Monitor annual budget, project funds, and reserves to ensure financial sustainability, and prepare reports for Council and Committee review
- Provide business partnering through cost management insights and procurement compliance advice
- Support ERP system enhancement projects and process automation
- Ensure compliance with financial and procurement policies, internal controls, risk management and statutory requirements
- Coordinate with stakeholders including government bureau, auditor, banks, and MPF administrators
- Prepare a structured knowledge transfer and process documentation to ensure smooth handover
- Undertake any other duties or ad hoc projects as required by management
Requirements:
- A recognised university degree in Accounting or Finance related discipline
- At least 5 years post-qualification relevant experience with proven supervisory experience
- Proven expertise in reporting, procurement control, operational finance, or payroll and MPF administration
- Experience in applying financial and procurement policies
- Familiarity with ERP accounting systems (e.g. Microsoft Dynamics, Sage, Oracle Suite, SAP, Yonyou, Kingdee etc.), and data analytics tools (e.g. Power Query, Power BI)
- Strong analytical, communication, presentation and report writing skills
- Good command of both written and spoken English and Chinese (Cantonese and Putonghua)
- Self-motivated, hands-on, adaptable, and able to work under pressure
- Candidate with less experience will be considered as Assistant Manager, Finance
- Immediately available is highly preferred
Terms of Appointment & Fringe Benefits
Appointment will be offered on a 4-month contract. Fringe benefits include paid leave and MPF. Renewal of contract will be subject to the service needs of the Division and the performance of the appointee.
