3-year fixed-term contract
The Consumer Council is seeking a strategic and hands-on leader to join our management team as the Director of Finance and Administration. Reporting directly to the Chief Executive, this role oversees two critical functions: financial planning and management, and administrative services. The Director also serves as the primary liaison with the Government on reporting and policy matters.
Responsibilities:
Leadership & Strategic Support
- Provide financial insights and analysis to support strategic decision-making and operational planning
- Translate strategic priorities into actionable plans and oversee their implementation
- Lead and mentor a high-performing team within the Finance and Administration Division, fostering a culture of professionalism and continuous improvement
Financial Management & Compliance
- Lead the annual budgeting and planning processes; review and administer all financial plans and budgets
- Ensure full compliance with applicable regulatory and accounting standards, as well as HKSARG requirements, covering financial and statutory reporting, audits, and internal controls
- Develop and implement financial policies and procedures tailored to the Council’s operational needs
- Manage cash flow, forecasting, and Council reserves in accordance with HKSARG-approved Investment Policies
- Lead the annual audit process and liaise with auditors, regulatory bodies and the Audit Committee
- Oversee daily accounting operations, including accounts payable, procurement, payroll, and remittance
Administrative Oversight
- Review and implement administrative policies and workflows to optimize operations and asset utilization
- Manage office leases and accommodation to ensure efficient use of space and budget
- Oversee Occupational Safety and Health (OSH) matters and lead the administrative support across Council offices
Requirements:
- University degree in Finance, Accounting, or a related discipline
- Qualified accountant with a recognised CPA designation
- Minimum of 10 years of relevant experience, with a strong track record in senior leadership
- Relevant experience with statutory bodies or the government will be of advantage
- Strong command of financial systems and reporting tools to support accurate and timely financial analysis
- Strong strategic thinking and problem-solving skills to drive innovation and informed decision-making
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders
- High proficiency in spoken and written English and Chinese
- Demonstrated integrity, credibility, and resilience under pressure
Terms of Appointment & Fringe Benefits
Appointment will be offered on a 3-year fixed-term contract. Fringe benefits include paid leave, cash allowance, medical insurance and MPF.
