Responsibilities:

  • Plan, lead, and manage full project lifecycles—from project initiation, feasibility assessment, requirements analysis, solution design, development, testing, implementation, to post‑implementation review—ensuring projects are delivered on schedule, within scope, and within budget
  • Oversee and coordinate multiple concurrent IT and digital transformation projects, including public‑facing systems, internal operational platforms, artificial intelligence and data intelligence initiatives
  • Drive structured stakeholder engagement: collaborate closely with business units, technical teams, and external vendors to define project scope, align expectations, and manage change throughout the SDLC
  • Lead requirement‑gathering workshops, negotiate delivery timelines, resolve conflicts, and ensure transparent communication across project sponsors and working groups
  • Manage vendor relationships: evaluate proposals, negotiate work scope and deliverables, monitor vendor performance, and conduct quality assurance throughout project execution
  • Coordinate compliance and independent assessments (SRAA, PIA/PCA, Stress Tests) with third‑party assessors
  • Support procurement processes, including preparation of tender documents, proposal evaluations, negotiations, funding approval papers, and contracts
  • Prepare related IT committee documents, including project progress reports
  • Perform other IT and project‑related duties as required
     

Requirements:

  • Bachelor’s degree in Information Technology, Computer Science, Software Engineering or a related discipline
  • Minimum 5 years’ solid experience in IT project management, preferably gained from sizable organisations or public/regulated sectors, with proven success in leading medium to large‑scale technology projects
  • Experience in delivering business solutions involving AI technologies, data analytics/intelligence tools, cloud services, or finance system implementation is an advantage
  • Excellent communication and coordination skills, with the ability to lead projects and teams to meet milestones and deadlines
  • Familiarity with PMP / Agile methodologies; knowledge of ISO27001, ISO20000, data governance, and Digital Policy Office (DPO) policies and guidelines
  • Self-motivated, detail oriented, energetic, highly organised, and capable of prioritising and managing multiple tasks
  • Proficient in both written and spoken Chinese and English
     

Terms of Appointment & Fringe Benefits

Appointment will be offered on a 2-year contract.  Fringe benefits include paid leave, medical insurance and MPF.  Renewal of contract will be subject to the service needs of the Division and the performance of the appointee.
