Responsibilities:

  • Lead accounting, reporting, and procurement functions, ensuring compliance in financial reporting and procurement policy and procedures, and support the Council’s financial sustainability
  • Oversee daily accounting operations, month-end/year-end closings, management reporting, project claim reimbursements, audits, treasury management, and procurement controls
  • Monitor subvention fund and project fund usage against expenditures for resources optimisation
  • Ensure adherence to HKFRS, internal controls, risk management, and statutory requirements
  • Prepare variance analyses and financial dashboard for Council review
  • Provide business partnering through cost management insights, and procurement strategy advice to support operational efficiency and ensure compliance
  • Ensure compliance of financial policies and procurement procedures, provide guidance to users
  • Partnering with FP&A team on budget and strategic planning, ERP/system enhancement projects and process automation
  • Coordinate with various stakeholders such as government bureaus, auditors, banks
  • Lead and develop a small team, drive process improvements and team development
  • Undertake any other duties or ad hoc projects as required by management

 

Requirements:

  • A recognised university degree in Accounting or Finance.  CPA or equivalent professional qualification is advantageous
  • At least 5 years post-qualification experience, experience working in statutory or NGO sectors is advantageous.  Candidate with less experience will be considered as Assistant Manager
  • Proven expertise in reporting, procurement control, and governance reporting.  Hands on experience in payroll and MPF administration is advantageous
  • Experience in formulating financial and procurement policies
  • Experience with ERP/accounting systems implementation (e.g., Microsoft Dynamics, Sage, Oracle Suite, Yonyou, etc.)
  • Familiarity with data analytics tools like Power Query/Power BI
  • Good command of both written and spoken English and Chinese (Cantonese and Putonghua)
  • Hands on, adaptive and able to work under pressure
  • Good communication and presentation skills
  • Strong leadership and analytical abilities

 

Terms of Appointment & Fringe Benefits

Appointment will be offered on a 2-year fixed-term contract.  Fringe benefits include paid leave, medical insurance and MPF.  Renewal of contract will be subject to the service needs of the Division and the performance of the appointee.
