Manager, Administration and Facilities Management (Ref. M-AFM)
Finance and Administration Division
2-year fixed-term contract
The Consumer Council is seeking a seasoned, hands-on professional to join our Finance and Administration Division. This role is a combination of general administration, procurement, and facilities management and renovation projects. The role is responsible for the planning and operational management of the Council’s general administrative functions and facility assets across various distinct locations (including owned offices, leased premises, and a standalone building) and establish operation best practices and procedures.
Reporting to the Director, Finance and Administration, the successful candidate will lead an administration and procurement team and manage external service providers and contractors. This role is ideal for a versatile manager who thrives on variety, balancing high-level capital projects with daily property and facilities management and general administration and experienced in process improvement and team development.
Responsibilities:
Administration and Procurement
- Oversee the full spectrum of daily administration, including reception, committee support, transport services, and office supplies
- Lead procurement activities from user requirement gathering and market research to tendering, purchase orders, contract management, and vendor performance evaluation
- Responsible for the annual administration budget and drive green office initiatives
- Establish administration work procedures and guidelines
- Responsible for fixed asset management including stock take and reconciliation
Facility and Property Management
- Manage facility operations, maintenance and ensure safety compliance of all Council’s sites. Lead property lease negotiations, including liaison with government bureaus, leasing agents, and market analysis and proposals
- Plan and implement preventive maintenance programmes, manage FF&E asset lifecycles, and maintain inventory databases
- Responsible for annual facility budget and expenditure plans
- Establish operating procedures and best practices
- Establish and maintain compliance records and renewal schedules are maintained effectively for the preventive maintenance programmes
Capital Works and Projects
- Project Planning & Execution: Lead cross-divisional capital works projects from inception to completion including initial scoping development, proposal preparation, budget planning, tendering, construction supervision, and handover.
- Tendering & Contract Management: Prepare tender documents, evaluate bids, manage procurement processes and administer renovation contracts.
- Project Management & Reporting: establish project management workflows and filing systems, monitor budget, ensure quality assurance and regulatory compliance and provide regular progress reports and proper documentation.
- Stakeholder & User Management: Liaise with internal stakeholders, contractors, and government departments to ensure smooth project delivery with minimal disruption to the Council’s operations.
- Relocation Coordination: Plan and manage logistics related to relocation, including user move schedules, IT infrastructure coordination, and handover of premises.
Contract and Vendor Management
- Supervise and evaluate service providers’ performance and deliverables
- Manage service contracts (security, cleaning, maintenance) and establish a systematic and operation sustainable contract management system
Perform vendor performance evaluation
Leadership and Others
- Lead, mentor, and schedule a team of around 10 administration staff and manage service providers and suppliers
- Perform ad-hoc emergency assignments to ensure business continuity
- Undertake any other duties or ad-hoc projects as required by management
- Attend work on weekends or public holidays when required to support facility maintenance or contractor activities
Requirements:
- A recognised university degree in Business Administration, Accounting, Building Services, Property/Facilities Management, Engineering, Architecture, Construction Management, Surveying or related discipline. Candidate with professional qualification is an advantage
- At least 5 years of relevant experience in general administration, procurement, record management, facilities management, or project management, within a sizable organisation (public sector, statutory bodies, or NGOs preferred) with proven supervisory experience
- Demonstrated experience in preparing tender proposal, contracting and management of renovation and relocation projects and managing facilities of standalone premises is an advantage
- Proficiency in MS Office, PowerPoint, AutoCAD. Experience with work order systems, facilities management or project management software
- Good command of both written and spoken English and Chinese (Cantonese and Putonghua)
- Excellent stakeholder management, negotiation, and report-writing skills.
- Strong problem-solving mindset, detail-oriented, hands-on, adaptable, and capable of working under pressure
- Flexibility to attend work outside office hours (weekends or public holidays) occasionally to support renovation and relocation projects or ad hoc maintenance activities
Terms of Appointment & Fringe Benefits
Appointment will be offered on a 2-year fixed-term contract. Fringe benefits include paid leave, medical insurance and MPF. Renewal of contract will be subject to the service needs of the Division and the performance of the appointee.
