Deputy Chief Executive (Ref. DCE)
2.5 years fixed-term contract
In the most effective and responsible manner, to support leading and governing Consumer Council to fulfill its mission of consumer protection and the development of a fair marketplace; to manage and oversee the operations of the Complaints and Advice, the Legal and Compliance and the Information Technology (IT) and Project Support Divisions.
Responsibilities:
Strategic Responsibilities
- Manage the day-to-day work of the Council in accordance with the strategic objectives and policy decisions of the Board, and ensure the efficient and cost-effective use of resources under the direction of the Chief Executive (CE)
- Promote the Council’s vision and mission to foster a consumer-friendly environment for Hong Kong
- Develop and deliver strategic plans in relations to consumer protection, corporate development, and compliance
- Identify and take forward new opportunities to develop the Council’s services
- Represent the Council on important external committees and act as spokesperson as authorised, locally and internationally
- Deputise in the absence of the CE
Operational Oversight
- Supervise the Complaints and Advice Division to ensure timely, fair, and effective resolution of consumer complaints and provision of accurate consumer advice
- Oversee the Legal and Compliance Division to ensure adherence to statutory requirements and best practices
- Manage the IT and Project Support Division to drive digital transformation, cybersecurity, Artificial Intelligence, and efficient project execution
Stakeholder Development
- Build and maintain strong relationship with stakeholders, including but not limited to government bodies, academic institutions, professional bodies, overseas consumer protection agencies
- Lead strong governance and compliance on the Council’s policies and guidelines, including effective management of staff complaints and Ombudsman cases
Policy, Legal and Regulatory Compliance
- Ensure the Council operates within relevant legal and regulatory frameworks
- Uphold the Council’s ethos, policies, and practices in all operations
- Ensure compliance with applicable laws and best practices in governance and accountability
Requirements and Competencies:
- A recognised degree or above, preferably with relevant professional qualifications
- Minimum 20 years of working experience, with at least 8 years in senior managerial responsibilities. Proven experience in managing large complaint operation is essential. Candidates with background or project experience in Legal, Compliance or IT are highly preferred
- Experience in government, statutory bodies or non-profit organisations will be of advantage
- Proven leadership and managerial experience, with clear vision and an ability to inspire and influence. Awareness of and strong commitment to promoting consumer interest
- Strong interpersonal, analytical, and problem-solving skills to master a broad range of complex issues for which the Council is campaigning
- Excellent command in written and verbal communication skills in both Chinese and English
Terms of Appointment & Fringe Benefits
Appointment will be offered on a 2.5 years fixed-term contract. Fringe benefits include paid leave, cash allowance, medical insurance and MPF.
