The Consumer Council is seeking a highly analytical and experienced professional to oversee its In-depth Studies and Survey Team within the Research and Studies Division.  Reporting to the Senior Director, Research and Studies, the successful candidate will be responsible for managing complex, in-depth studies, market surveys, policy research projects and consultations that support the Council’s consumer protection mission.  He / She will lead a newly restructured team covering in-depth policy analysis with robust data collection, enabling evidence-based advocacy and strategic consumer protection initiatives.  This role offers a unique opportunity to contribute to evidence-based advocacy, engage with key stakeholders, and help shape policy recommendations that address emerging consumer issues in Hong Kong.

 

Responsibilities:

  • Oversee, plan and coordinate in-depth studies and market surveys on legal, trade practice and goods and services issues of potential detriment to consumers, and tender advice to stakeholders while disseminating findings to the public through different channels such as CHOICE Magazine and other publication channels of the Council
  • Prepare project or tender proposals, committee papers, survey, and study reports with high analytical standards
  • Provide strategic leadership to guide the In-depth Studies Team and Survey Team through the transition, ensuring smooth integration of workflows, fostering resources, synergy and collaboration, maintaining high standards of output
  • Monitor local and global developments in consumer protection to support the Council’s strategic planning
  • Liaise with stakeholders including traders, industry associations, professional bodies and authorities, to conduct market studies and make recommendations on issues of vast consumer interests
  • Provide advice and formulate the Council’s position and views on policy issues, including the submissions to government consultations and industry proposals
  • Represent the Council on boards, committees, task forces and working groups of the Government or statutory bodies as assigned and serves as the voice of consumers
  • Be the spokesperson of the Council in media interviews to convey research findings to the consumers
  • Support the effective operation of the Division, including staff development, governance, compliance, and administrative duties

 

Requirements:

  • A recognised university degree or higher degree or relevant professional qualifications in public policy studies, business, economics, legal studies, or a related discipline
  • Minimum of 10 years of relevant experience, with a strong track record in a leadership role in driving collaboration and achieving operational efficiency, preferably with a background in managing in areas such as:
  1. Consumer protection
  2. Legal and trade practices work
  3. Planning and research
  4. Economic studies or industry / market analysis

 

  • Experience in conducting studies in large Research or Consultancy firms is highly preferred
  • Strong analytical skills with the ability to interpret findings, make recommendations, and produce high-quality reports
  • Versatility in handling a broad range of consumer protection issues
  • Preferably familiar with the local consumer market structure and application of consumer protection laws
  • Excellent interpersonal skills for stakeholder coordination and liaison
  • Mission-driven and be able to work under pressure

 

Terms of Appointment & Fringe Benefits

Appointment will be offered on a 2-year fixed-term contract.  Fringe benefits include paid leave, cash allowance, medical insurance and MPF.
