The Council is organised with the support of a variety of committees and working groups established to deal with specific areas of consumer issues, including products testing, information technology, trade practices, legal protection, etc. Members of the committees are professionals and stakeholders drawn from different sectors of the society to provide fair and just expertise.
The Chairman, Vice-Chairman and members are all appointed by the Government of the HKSAR for a term not exceeding 2 years. They may be reappointed upon expiry of their respective terms of office.
The Full Council meets once every two months. The Council invites from time to time specialists of relevant disciplines as Co-opted Members of its committees and working groups to contribute their expertise to studies in specific fields.
The Council Office, headed by the Chief Executive, has an establishment of 150 staff. The Council Office operates with nine functional divisions, namely the Research and Survey Division, Public Affairs Division, Planning and Trade Practices Division, Finance and Administration Division, Human Resources Division, Information Technology Division, Legal Affairs Division, Complaints and Advice Division and Consumer Education Division.
