The Consumer Council (“the Council”) announced today (30 June 2026) the appointment of Ms Catherine Kwan Chui-ching as Deputy Chief Executive, effective from 27 July 2026, to succeed Mr Francis Ho Ying-foo on retirement.
Ms Kwan joined the Police Force in 1988 and possesses over 37 years of public service experience, serving as Assistant Commissioner of Police (Information Systems) prior to her retirement. During her tenure with the Police Force, Ms Kwan held various key positions spanning operational command, human resources management, internal investigations, public relations, and information systems, with extensive experience in management, strategic planning, and public administration. She also led major technical teams in implementing a number of significant information and communications technology initiatives, vigorously advancing “Smart Policing” and various digital services to enhance departmental operational efficiency and the quality of public services. Ms Kwan’s multidisciplinary expertise and strategic vision will certainly help strengthen the Council’s responsiveness to the rapidly evolving consumer landscape and fast-growing digital economy.
Ms Kwan has received training at several institutions in the Mainland and overseas, and holds a Master’s degree in Strategic Leadership. She was awarded the Hong Kong Police Medal for Distinguished Service by the Chief Executive in recognition of her outstanding and exemplary performance. The Council is confident that Ms Kwan’s extensive experience and exceptional leadership will contribute to further enhancing consumer protection efforts, as well as strengthening the overall effectiveness of consumer education, market surveillance, and public services.
Mr Francis Ho Ying-foo, who will officially retire on 1 July 2026, joined the Council in July 2020 and was promoted to Deputy Chief Executive in January 2024. He oversaw complaints handling and consumer education at the Council. During his tenure, Mr Ho led the team in revamping the complaint handling system and launching the Online Dispute Resolution (ODR) Platform. He also enhanced targeted consumer education initiatives, including the launch of the Smart Seniors Consumer eHub to empower senior consumers to protect themselves.
Mr Ho also served as Acting Chief Executive from May to August 2025, during which he demonstrated exemplary leadership and professional capability. The Council expresses its sincere gratitude to Mr Ho for his invaluable contributions over the years and wishes him a fulfilling and happy retirement.
Ms Catherine Kwan Chui-ching will assume the position of Deputy Chief Executive of the Consumer Council with effect from 27 July 2026.
