To instil sound financial literacy and values among primary school students, the Consumer Council has co‑organised the inaugural “Smart Financial Mindsets and Responsible Consumption Quiz Competition” with The Hong Kong Jockey Club, supported by the Education Bureau of the HKSAR Government, The Hong Kong Jockey Club Financial Education Programme (HKJCFEP) and Hong Kong Education City Limited (HKEdCity). The Grand Final was successfully held today (28 April) at the Hong Kong Productivity Council.
Designed for upper-primary school students (P4 to P6) across Hong Kong, the “Smart Financial Mindsets and Responsible Consumption Quiz Competition” aims to enhance participants’ financial literacy and responsible consumption habits. By preparing for and participating in the competition, students strengthened their ability to apply practical financial knowledge and skills flexibly in daily life, thereby fostering rational consumption concepts. The competition attracted a total of over 9,300 participants from 36 schools.
Mr Francis Ho, Deputy Chief Executive of the Consumer Council, said in his opening remarks at the event, “Smart consumption forms the foundation of financial management, and learning to manage finances helps us achieve goals at different stages of life. Past surveys have indicated that there is room for improvement in budget management and financial discipline among primary and secondary school students, and that they need to raise their awareness of the risks associated with digital fraud. This competition aims to bring the concepts of rational consumption and basic financial knowledge into students’ daily lives through an exciting quiz format. We also incorporated content from various CHOICE Magazine articles into the competition questions, such as tips for living sustainably and advice on avoiding online shopping scams. We hope students can apply what they have learnt in their daily lives flexibly, develop responsible financial management and consumption habits, and grow into future members of society who are smart and responsible consumers.”
Mr Daniel Lai, Programme Director of the HKJCFEP, remarked in his welcome speech, “Created and funded by The Hong Kong Jockey Club’s Charities Trust in 2024, ‘The Hong Kong Jockey Club Financial Education Programme’ aims to nurture students' financial literacy from an early age through experiential learning activities, enabling them to apply financial knowledge and skills in daily life, as well as cultivate proper values and attitudes. We are living in a rapidly evolving digital era, where even primary school students are exposed to online shopping, electronic payments and in‑game purchases in their daily lives. Without financial education, young people are vulnerable to consumer pitfalls. This competition reinforces that financial literacy is essential for all. We look forward to the programme becoming part of the routine curriculum in Hong Kong, enabling more young people, particularly for those with limited resources, to benefit from its impact.”
The competition curriculum comprehensively covers 8 core themes, namely “Financial Attitude, Motivation, and Behaviour”, “Money and Banking”, “Income and Work”, “Saving and Investment”, “Expenditure and Credit”, “Consumer Rights and Responsibilities”, “Financial Planning” and “Protection and Risk”. It complements the primary school Humanities and General Studies curricula, while quiz questions were grounded in articles from CHOICE Magazine and HKJCFEP teaching materials. The Consumer Council also produced easy-to-understand infographics and organised pre-competition workshops to better equip students in their preparation.
The Phase 1 Online Competition was successfully conducted from late January to early February this year via Hong Kong Education City’s education portal. The 8 schools with the highest aggregate scores advanced to today’s Live Final, where they were divided into 2 groups to compete in the semi‑finals, followed by a final round among the top 4 finalist teams. After a series of intense contests, HKBU Affiliated School Wong Kam Fai Secondary and Primary School emerged as the Champion, SKH Yautong Kei Hin Primary School was awarded 1st Runner‑up, PLK Tin Ka Ping Primary School secured 2nd Runner‑up, while Ng Clan's Association Tai Pak Memorial School placed as 3rd Runner‑up. The 4 Merit Awards were presented to GT (Ellen Yeung) College, Sham Tseng Catholic Primary School, Tin Shui Wai Methodist Primary School and Ying Wa Primary School. The Most Active Participation Awards were conferred on the 3 primary schools with the highest participation rates in the Online Competition, namely PLK Tin Ka Ping Primary School, Sham Tseng Catholic Primary School and Ying Wa Primary School.
Ms Grace Chau, Chief Curriculum Development Officer (Kindergarten and Primary), Curriculum Development Institute, Education Bureau, who served on the judging panel for the live competition, concluded the event with closing remarks. “The participating teams were highly engaged, bringing great vibrancy to the competition,” she said. “I believe that students have equipped themselves well through preparing for the quiz, and they can flexibly apply the fundamental financial knowledge and skills they have learnt in their daily lives, fostering a rational approach to consumption. I am confident that, with or without receiving an award, all students can become ‘young financial management experts’.”
The Champion, 1st Runner‑up, 2nd Runner‑up and 3rd Runner‑up schools were awarded book vouchers valued at HK$2,500, HK$2,000, HK$1,500 and HK$800, respectively. Each of the 4 Merit Award recipient schools received book vouchers worth HK$500, while each of the 3 schools earning the Most Active Participation Award received book vouchers worth HK$300.
