The Consumer Council (“the Council”) announced today (19 June 2025) the appointment of Dr Alaina SHUM Jiu-fai as the new Chief Executive, effective from 21 August 2025.
Dr Shum possesses over 30 years of diversified managerial experience spanning various industries in Hong Kong and the Asia Pacific region. In her current role as Deputy Executive Director of the Vocational Training Council (VTC), she is responsible for formulating the Mainland and International Development Strategy, establishing strategic partnerships with different organisations, Government departments and industry stakeholders around the world. Dr Shum has also served as General Manager of different divisions with the Airport Authority Hong Kong.
The Consumer Council commenced the open recruitment exercise in late December 2024, and Dr Shum was selected for the role after a rigorous process. The appointment has been approved by the Secretary for Commerce and Economic Development under authority delegated to him by the Chief Executive of the Hong Kong Special Administrative Region in accordance with section 10(1) and (4)(a) of the Consumer Council Ordinance (Chapter 216).
The Council Chairman, Mr Clement CHAN Kam-wing, said it has been a meticulous and comprehensive selection process, “Dr Shum is well-versed in the mission, governance and operations of statutory bodies, with exceptional leadership abilities in strategic development, regulatory compliance, stakeholder engagement, both on Mainland and international affairs. We are confident that Dr Shum will bring her wealth of experience to her new role and lead the Consumer Council in keeping up with the ever-evolving market, while fostering effective collaboration and relationships with stakeholders, so as to safeguard the rights and interests of consumers.”
Dr Shum graduated from the University of Toronto, the University of Sydney, and HEC Liège – Executive Education, Belgium with Bachelor’s, Master’s and Executive Doctoral degrees in the field of business administration, respectively. She is currently a Chartered Fellow of The Chartered Institute of Logistics and Transport in Hong Kong.
