   To provide for the licensing ofpawnbrokers and for the regulation and control of certain pawnbrokingtransactions; to make certain provisions in respect of goods pawned; to providefor matters connected with or incidental to the foregoing; and to repeal thePawnbrokers Ordinance 1930.
